Opposition leaders surprised by govt's draft resolution before deliberations on Pulwama attack

An attending member told TOI, “the government was trying to get a lever for any future action which was not allowed by changing the last paragraph of the resolution... it could have skipped (our) notice if it was simply read out and passed by a voice vote.”
